    Joining the server can be done straight away, but you will have to pass the New Player Quiz. Use the The New Player Guide to get acquainted with our community.

private messages

What would be the point of sending a private message to everyone? why not just make a forum post then? if you want everyone to see it.
Same goes for ingame, just say it in main chat.
 
On the forums you can "Start a new conversation" with someone or multiple people.
On the server you type /msg playername message i.e /msg Gary_Baggins hello.
