Resolved Chat-channel for foreign languages

Pretty much what the title says.
We could have a seperate chat channel for people who want (or need, because their english is too bad) to talk in their own language.

Maybe /f for "foreign" or /o for "other languages" could work.

Pros
- server would be more friendly for people with lower english skills
- people could express themselfs better to others who speak their language
- people could "just for fun" train a language they are learning with native speakers
- moderators could point members towards the language-channel instead of warning them about wrong behaviour

Cons
- another channel with another command, which people must be remembered to use

The Con also is not being able to assist those who are requiring assistance from a Guide / Team member as prompt and in this best capacity possible. It will also be require ongoing moderation in this regard too

Another Con, would be hard to moderate since not all people can understand different languages. That is the main reason everyone is asked to use english, since its a language most people learn and understand nowadays.

Also, if someone wants to use another language to speak with other people, they can type private messages with "/msg (message)" or use the local chat with "/l"
