Can't get chat to open

I'm getting the message that "chat it not allowed by account settings". However, I have logged into my xbox/microsoft account and changed the setting. "Others can communicate with voice, text, or invites" is set to "Everyone". I have also:

-Logged out and back into Minecraft
-Restarted my computer
-Changed the setting away, then back on to "Everyone"

Is there something I'm missing?

Hello, while you're on MCME try to use esc button, then option, then chat settings and make sure that chat is shown and only show secure chat is off.

Try checking the setting in Minecraft under Options > Chat Settings > Chat Shown
If the Chat shown toggle is enabled. On my client I also have 'Only show secure chat' set on Off, but I am not sure what the default setting for this is.
